Silver Spring United Methodist Church, along with our development partners Enterprise Community Development and NFP Affordable Housing, invite you to attend a Pre-Application Community Meeting to review plans for the affordable housing project proposed on church property.

Our development team plans to submit applications this spring for a preliminary plan of subdivision, a conditional use, and a forest conservation plan for a transit-oriented development that preserves much of the church building while adding a multi-family apartment building with 123 dwelling units, as well as six townhomes and six two-over-two dwelling units. Rents for all units will be set at specific levels of affordability. The townhouses and two-over-two units are planned as rent-to-own opportunities. The new community will have a parking garage, a small amount of surface parking, and a generous amount of open space.

As you may recall, our congregation decided in 2023 to build, in bricks and mortar, our values as a faith community. Developing affordable housing on the church property is part of the congregation’s commitment to moving from repentance to reparation for the institutional racism embodied in Montgomery County zoning laws.

In compliance with the Montgomery County zoning ordinance, this meeting will be held to share the plans for the project with the broader community. At this meeting, we will describe the proposal and answer any questions you may have. The meeting will be held at Rosensteel Hall, 9707 Rosensteel Avenue, Silver Spring, Maryland on Tuesday, April 21, 2026, from 7 to 8 p.mFor those using transit, the venue is convenient to the Forest Glen Metro Station. Meeting participants will be able to ask questions and provide comments during the question-and-answer portion of the meeting. Questions may also be submitted by email before or after the meeting to Françoise Carrier, legal counsel to the church and Enterprise, at fcarrier@bregmanlaw.com.

To find out more about the development review process, please contact the Montgomery County Planning Department at 301-495-4610 or visit its website at www.montgomeryplanning.org.

We look forward to meeting with you on April 21.
